EBMUD Alameda to Bay Farm Island Pipeline Crossings Project

Panorama prepared an EIR for the construction and operation of three water distribution pipelines (24-inch inner diameter) that would be installed between Oakland and Alameda in the Oakland inner harbor Tidal Canal and San Leandro Bay Channel. The project is needed to ensure continued reliable water service to customers located in the City of Alameda (both Alameda Island and North Bay Farm Island). Key technical issues addressed in the EIR included traffic and transportation re-routing, noise and vibration impacts from horizontal direction drilling, and air quality impacts. Panorama conducted detailed construction noise and air quality analyses, which included an analysis of the emission of toxic hazards during construction. Panorama is currently preparing the following permit applications for the project:

  • Section 401 Water Quality Certification
  • Pre-construction notification for Nationwide permit (Section 404)
  • San Francisco Bay Conservation and Development Commission Regionwide Permit
  • California State Lands Commission Geological/Geophysical Survey Permit

The EIR was completed in schedule and substantially under budget.
