EBMUD Sobrante Water Treatment Plant Upgrades

East Bay Municipal Utility District is proposing improvements to the Sobrante Water Treatment facility in Contra Costa County. The project includes upgrades to the facility to increase treatment capacity to 60 million gallons per day (mgd) in Phase I and additional upgrades to increase treatment and distribution capacity to 80 mgd in Phase II. Panorama is leading preparation of the EIR for Phase I and Phase II. Panorama’s scope includes management of the architectural design and landscaping design, geotechnical investigation, and all baseline environmental studies including cultural resources, biological resources, noise, traffic, and hazardous materials assessment. Key issues include aesthetic, noise, and traffic impacts on neighboring residential areas, and development within areas containing wetlands and riparian areas.
