The project included the commissioning of an underground gas storage field with a new 9.3-mile long, 115-kV electric transmission line, a new electrical substation, gas injection and withdrawal wells, observation and monitoring wells, a saltwater disposal well, a compressor station, and a 27-mile long, 30-inch-diameter gas pipeline. Panorama reviewed the PEA for the project and prepared the deficiency and data needs reports. The team prepared and implemented an extensive and comprehensive IS/MND, as well as a mitigation monitoring compliance and reporting plan. Panorama also maintained the website for the project.
Key issues associated with the project included addressing hazards related to gas leaking from the underground storage field (through old wells), temporary and permanent conversion of agricultural land to non-agricultural use, impacts to crops after construction, and special-status species, including burrowing owl, nesting birds, and kit fox. The project required close coordination with several federal, state, and local resource agencies including the Division of Oil, Gas, and Geothermal Resources (DOGGR), RWQCB, the Air District, USACE, and Fresno and Madera Counties. Public controversy centered on the potential for gas leaks and explosions. Panorama led a public meeting, which included distribution of presentation materials, to explain the project and the protection measures to the public.
