The Montebello project addressed the Southern California Gas Company (SCG) application to CPUC to decommission and sell its Montebello Gas Storage Facility (MGSF, SCG Station No. 14) located in the cities of Montebello and Monterey Park, California. Panorama worked with SCG to define the project to prepare the CEQA document.

The key project issues included defining what amount of gas constituted “cushion gas,” identifying adequate decommissioning processes, effects to a local landfill Superfund site, effects to the listed gnatcatcher, definition of monitoring programs, and effects to the local neighborhood and residents. Involved agencies included DOGGR, USFWS, CDFW, City of Montebello, City of Monterey Park, and U.S. Environmental Protection Agency (EPA).
