Recology Facility Upgrade Project

The project would consolidate and modernize regional operations at the project site by demolishing or repurposing select existing facilities; constructing new facilities; reconfiguring the campus layout; and consolidating its regional office, fleet maintenance, and fleet storage operations. An amendment was also proposed to the SF Planning Code to create the 501 Tunnel Special Use District, which would allow for the exceedances in height limitations and permit and/or allow various other uses.

Panorama was hired to provide the CEQA review for the project for SF Planning. Panorama’s scope of work includes preparation of the Project Description; conducting the neighborhood noticing in accordance with Appendix F of Environmental Planning’s Environmental Review Guidelines; and preparing the various iterations of the IS/MND for SF Planning and public review. Panorama’s analysis includes performing a land use and planning assessment to address changes to zoning needed to support the project, conducting a visual assessment, and addressing traffic, noise and vibration, air quality, shadow, utilities, biological resources, geology and soil, hydrology and water quality, and hazards and hazardous materials resource area.
