Southeast Outfall Replacement Project

The project involves replacing the portion of the Southeast Outfall Force Main that crosses Islais Creek in the Bayview/Hunter’s Point neighborhood, immediately parallel to, and 50 feet west of, the Third Street Bridge. The SFPUC is planning to install two new, 54-inch outside diameter high density polyethylene buried pipes to replace the existing 36-inch and 42-inch pipes that cross the creek.

Panorama’s prepared the IS/MND for the SFPUC. Our team’s scope of work included implementing all aspects of the CEQA process per the City’s Chapter 31 process. Panorama is managing all CEQA technical studies and analyses in the IS/MND including the air quality/HRA for tug boat operations, hydroacoustic assessment of in water work, traffic analysis and impacts associated with temporary lane closure, and water quality impact and hazardous materials analysis from sediment removal and decanting of contaminated sediments. The project has required substantial coordination with the engineering team to define and understand the extent of pile driving that will be required to construct and support the replacement pipeline.
Panorama was also responsible for permitting oversight including Section 404 and Section 10 permits for in-channel work; Section 401 permit Regional Water Quality Control Board; Bay Conservation and Development Commission permit; and Section 7 consultation and Incidental Harassment Authorization under the Marine Mammal Protection Act.
