Windstar Construction Monitoring, Western Wind

The Panorama team (formerly as RMT, Inc) prepared a mitigation monitoring program for the construction phases of the Western Wind Energy Windstar Project near Tehachapi, CA. The plan included the methods of monitoring and reporting compliance with several permits including an incidental take permit for desert tortoise, a CDFG Stream and Lakebed Alteration Agreement, NPDES permits, air permits from Kern County Air Pollution Control District and spill control measures. A CEQA IS/MND was prepared for the project and the measures were included in the monitoring plan. The project included construction and operation of 60 wind turbines, two substations, and permanent access roads on approximately 1,600 acres of land. The team provided on-going field monitoring including surveying and monitoring for desert tortoise and installation of exclusion fencing. The team prepared a training program and provided daily site monitoring and reporting throughout the project construction.
